Official Communication Protocol:
All inquiries related to town business must be directed to the designated official town email addresses or the main town office telephone number. The use of personal email addresses, phone numbers, or text messages for town business is prohibited.
Office Hours and Appointments:
Regular office hours are Tuesdays from 10:00 AM to 12:00 PM, effective January 2026. Appointments with administrative staff and Governing Body Members can be scheduled outside of these standard hours.
Town Office Dropbox:
A secure dropbox is provided to the right of the front door and is monitored weekly.
Facility Use:
The schedule for Boulder Town Facilities, the community center and pavilion, is publicly accessible on the town website’s calendar at boulder.utah.gov/calendar/.
To book or modify a reservation for the community center and pavilion, after confirming the space is available, you must complete and submit the Boulder Town Facility Use Rental & Cleaning Fee Agreement.
Please note that all reservation requests and the required associated fees must be submitted at least one week before the event date. This lead time is necessary because Boulder has limited regular office hours (Tuesdays, 10:00 am to 12:00 pm) and does not employ full-time staff for processing.

Town Council:
The Boulder, Utah, Town Council is a five-member governing body responsible for leading the town. Its duties include adopting ordinances, establishing policies, managing the budget, and conducting official business with higher government authorities. The Council also oversees municipal services, handles employee hiring and dismissals, and makes crucial land-use decisions in collaboration with the Planning Commission. Elected members, including a mayor and mayor pro tempore, serve four-year terms.
The Boulder Town Council meets on the first Tuesday of each month at Boulder Town Community Center, located at 351 North 100 East, at 6 p.m. during mountain standard time and 7 p.m. during daylight savings time.
Notice of all Town Council Meetings is posted at least 24 hours in advance of the meeting, except for emergencies. Public Hearings require a minimum of 10 days’ notice before the meeting, in accordance with Utah State code.

Planning Commission:
The Planning Commission serves as a public body responsible for recommending land use decisions related to the General Plan, Zoning, and Subdivisions. Additionally, the Commission reviews Conditional Use Permit (CUP) applications, determining whether to approve and forward them to the Town Council or to disapprove them.
The Boulder Town Planning Commission meets on the third Tuesday of each month at Boulder Town Community Center, located at 351 North 100 East, at 6 p.m. during Standard Time and at 7 p.m. during Daylight Saving Time.

Boulder’s land use decisions are governed by the processes and procedures set forth in Title XV: Land Usage section of Boulder’s codified ordinances:
To save time for all involved, applicants should review the relevant ordinances before submitting a land use plan packet to the Planning Commission.
Electronic submission of applications is encouraged, and forms are available online. All applications and attachments must be submitted to zoning@boulder.utah.gov. Submissions are required at least 20 days before the next Planning Commission meeting.
The Mayor, with the advice and consent of the Town Council, appoints Planning Commissioners for 5-year terms. If a person is appointed to fill a vacancy, they serve the remainder of the unexpired term and are then eligible for up to two consecutive terms of their own.
